「主語 + be動詞 + on ～」で「～の上に（主語）があります、～の上に（主語）がいます」という表現ができます。
この文の主語には、人名・地名のような固有名詞、また the や my・your などのついた特定の物事や人がきます。「Kenji is on the stage.(健二はステージ上にいる。)」や「My cup is on the table.(私のカップはテーブルの上にある。)」などです。
不特定の物事・人について「Two men are on the stage.」や「A cup is on the table.」のようにいうと不自然な英語になるので、その場合は「主語 + be動詞 + on ～」の形ではなく、「There is ～」や「There are ～」を使うのが普通です。
on は「～の上に」というイメージですが、天井や壁に貼りついていることも表すので、日本語に訳す時には「～に」とする方が自然な場合もあります。
